политДвухстороннее соглашение между правительством США и властями другой страны, заключенное президентом США [ President, U.S.] и не требующее ратификации двумя третями голосов членов Сената [ Senate, U.S.], в отличие от международного договора [treaty]. Конституция США [ Constitution of the United States] напрямую не предусматривает таких соглашений, но дает главе государства полномочия, достаточные в том числе и для их заключения. В 1937 Верховный суд США [ Supreme Court, U.S.] подтвердил, что такие соглашения имеют одинаковую с договорами силу; на практике могут не соблюдаться следующим президентом.
